理事会决定2004/294/EC，为了欧共体的利益，批准作为1960年7月29日有关核能领域第三责任方的巴黎公约的缔约方的成员国认可或加入议定书，该议定书对该公约进行修订－对1960年7月29日有关核能领域第三责任方的公约进行修订的议定书，同样被1964年1月28日的附加议定书和1982年11月16日的议定书进行修订
